"Many" is a relative word. It depends on what ratio you're looking for to deem it as a lot. My experience would be too narrow anyway; I'm only familiar with 3 schools, all in one county.

Also, the term "malpractice" is subjective. I don't think many teachers purposefully exercise misconduct or realize that they should do something but choose not to. Though, by other people's standards, perhaps they are using improper teaching methods or establishing inappropriate relationships with the students. In my opinion, I've seen a few teachers that shouldn't be teachers while I've also seen several teachers that are fabulous.

Everyone seems to be against the administrators and want most of them fired. Of course that is naive. But I do wonder what percentage of the schools budget goes to teachers vs administrators.

A good administrator can make a school. A bad one can break a school. Administrators are those who make policies that the teachers are forced to implement in their classrooms. I have worked for bad administrators and all the schools I have worked for have declining test scores, increasing student behavior problems, and declining enrollment. In college, I had the opportunity to take practicuum classes at schools that had good administrators. The good administrators were able to turn the school around despite the high poverty level.

I think a lot of people have just had experience with the bad administrators. Of course anyone who can't perform their job should be fired. I have seen poorly performing administrators rehired year after year.

Oh and by the way, administrative costs do make up most of the school budget. At least that is how it was in my district but, we had more administrators than teachers.
