You may be confusing the electoral college with a party's convention.

The Electoral College does not even meet as one entire body. Electors will meet in their state capitol buildings (except DC meets in DC) where they formally vote and get their ballots certified. Duplicate ballots are sent to the US archives, your state's Secretary of State, and the US District Court of your district. You have heard her say it, I have but those who are true Hillary lovers still think she will run. All I say, is take a look at her, she is tired and looks like she can't wait til this year is over. I do not see her doing anything in politics again.

I know, that is my point. A republican makes that joke and it tends to get blown out of context.

Yes, she probably is done, but if she did run she would be Reagan's age.

Katiana,

Recently a thread was started and racism was claimed, because a person made a joke about Obama stealing stuff from the White House on his way out the door. The context of Bill Clinton allegedly doing the same was ignored so the race card could be played.

It is my opinion that Democrats tend to get away with a bit more risky jokes, comments and opinions. You may have your opinion and I have mine. Please don't have a chip on your shoulder simply because I have an opinion that Democrats get more of a leash for such comments.

It is the incoming Congress that votes because they are the ones that 'certify' the Electoral College votes from December. In the event of a tie, the new House members then would vote.

You are right. +1 to you.

They changed the law of the date at which they count the electoral college votes to after the incoming congress is sworn in (now the 3rd day in January) Originally, they certified the vote before the incoming congress was sworn in and therefore it was an outgoing congress that chose. Since, this is more modern it explains why the elections of 1800 and 1824 had the outgoing congresses vote. Today, it would be the incoming congress as you say...which seems to me to be more fair.

U. S. Electoral College FAQs

In the event of a tie, I think it will be a moot point. The outgoing congress currently would yield (along strict party lines) 33 votes for Romney, 15 for Obama and 2 split votes. I don't think that will change enough to give Obama the tie breaker, but you never know.
