The Secure America Plan
A 9-Point Strategy for Immigration Enforcement and Border Security

Overview: Implement a broad-based strategy that commits the resources of the federal government to the enforcement of our immigration laws and results in the attrition of the illegal immigrant population.

1. Build the Fence

* Ensure that an interlocking surveillance camera system is installed along the border by July 1, 2010.
* Ensure that the border fence construction is completed by July 1, 2010.

2. Increase Border Patrol

* Increase the number of border patrol agents.
* Fully support all law enforcement personnel tasked with enforcing immigration law.

3. Prevent Amnesty

* Policies that promote or tolerate amnesty will be rejected.
* Propose to provide all illegal immigrants a 120-day window to register with the Immigration and Naturalization Service and leave the country. Those who register and return to their home country will face no penalty if they later apply to immigrate or visit; those who do not return home will be, when caught, barred from future reentry for a period of 10 years.

4. Enforce the Law on Employers

* Employment is the chief draw for most illegal immigrants and denying them jobs is the centerpiece of an attrition strategy.
* Impose steep fines and penalties on employers that violate the law.
* Institute a universal, mandatory citizenship verification system as part of the normal hiring process.
* Prevent the IRS and the Social Security Administration from accepting fraudulent Social Security numbers or numbers that don't match the employees' names.*


5. Establish an Economic Border

* Move toward passage of the FairTax.
* The FairTax provides an extra layer of security by creating an economic disincentive to immigrate to the U.S. illegally.



6. Empower Local Authorities

* Promote better cooperation on enforcement by supporting legislative measures such as the CLEAR Act, which aims to systematize the relationship between local law and federal immigration officials.
* Encourage immigration-law training for police. Local authorities must be provided the tools, training, and funding they need so local police can turn illegal immigrants over to the federal authorities.

7. Ensure Document Security

* End exemptions for Mexicans and Canadians to the US-VISIT program, which tracks the arrival and departure of foreign visitors. Since these countries account for the vast majority of foreigners coming here (85 percent), such a policy clearly violates Congress' intent in mandating this check-in/check-out system.
* Reject Mexico's "matricula consular" card, which functions as an illegal-immigrant identification card.

8. Discourage Dual Citizenship

* Inform foreign governments when their former citizens become naturalized U.S. citizens.
* Impose civil and/or criminal penalties on American citizens who illegitimately use their dual status (e.g., using a foreign passport, voting in elections in both a foreign country and the U.S.).

9. Modernize the Process of Legal Immigration

* Eliminate the visa lottery system and the admission category for adult brothers and sisters of U.S. citizens.
* Increase visas for highly-skilled and highly-educated applicants.
* Expedite processing for those who serve honorably in the U.S. Armed Forces.

Not so fast, the Immigration and Naturalization service does not exist anymore. Does Huck really expect us to believe that he would do any of this?

Disagree.
How do you register with an agency that doesn't exist? If you mean USCIS, how are they going to handle a supposed 10 million applications in the space of 120 days? Are you going to pump MORE MONEY into USCIS?

Anyway, illegal immigrants, if their entry date can be proven, if they stay for more than one year, are already barred from reentry for 10 years. That's no real threat. There's no real incentive for them to self-register and self-deport. They get nothing from it, and the penalties threatened are a joke.

Disagree. There are ALREADY steep fines for employers, but they're not enforced, and they get tied up in court. A citizenship verification system would cost YET MORE MONEY and add more red tape to slow down the economy. Also, either it won't address low-wage laborers, or it will add a ridiculous burden to low-wage and temp laborers.
Only the final option is even remotely workable.

Disagree.
If the FairTax creates such a burden on the lower classes that they are better off in Mexico, then good luck getting that passed.
This is just plain stupid, and makes me think that the FairTax is just another Orwellian idea/term.

Mixed opinion.
Coordination between federal and local authorities is a good idea, but where's the money for all these new enforcement programs going to come from? And do we really need the local cops chasing after house painters while rapists and murders roam unmolested? This might work for small towns where the police force is overstaffed, but nowhere else. Cops should and do have better things to do.

Wow, would this ever cost an ENORMOUS amount of money and time. Massive US consulates would need to be built in multiple locations in Mexico and Cananda to handle all the requests. Thousands of employees would need to be hired to read through each application and screen them. What a boondoggle.

Agree. This is the only workable proposal in the whole ridiculous policy.

This policy makes me think that Huckabee is just another big-government fiscally-irresponsible Repub. Does he want government-mandated solutions to everything? Is he going to impose all these new rules, establish all these new agencies, and spend all this money without any plan to pay for his policies?

Is the new republican model this same sort of irresponsible deficit spend-spend-spend approach to every problem?

This plan is proof that liberals have now taken over the Republican party on all but social issues. Actually, some Dems have been more fiscally responsible than the Repubs. I'd take Clinton's spending habits over Bush's any day of the week.

I agreed with everything until I read #5. The "FairTax" is regressive and I fail to see how it will prevent illegal immigration.

Some countries make it next to impossible for you to give up your citizenship (the UK leaps to mind) and don't care if you're a citizen of another country as well as a citizen of theirs. Say for example you're a dual US/UK citizen. When traveling to the UK you are required to identify yourself as a UK citizen. When traveling to the US you are required to identify yourself as a US citizen. This is not illegitimate...quite the opposite! It's the law.

I agree with doing away with sibling immigration but not the lottery.

The USCIS, unlike other government agencies, self-funds through the fees that they charge for processing. Little to no tax money goes to the USCIS on a yearly basis. So...a more accurate question would be "pump MONEY into USCIS?"

This sounds great on paper but i don't buy it coming from huckabee. if you want REAL action on illegals vote for Tarcendo or Paul.

So if we don't want illegals in this country who's gonna do their work. Who's gonna work in the cotton fields? Who's gonna lay brick for all the new homes being built. Who's gonna work in the slaughter houses so we can have meat on the table, and so forth?
