An exploratory committee explores how much corporate campaign dough you can expect to raise.
It is expected that 2016 campaigns will burn though double what was spent in 2012.

now that cruz is officially in the running i doubt that trump will officially announce his own candidacy. i can't imagine that trump will poll better than cruz ( outside of the hair club for men ) and being #2 doesn't fare well for his ego or brand.

then again, i'd be delighted if he showed me wrong.

I doubt he could win a primary, but his speech at CPAC2015 was interesting. He cuts to the chase, which is always interesting.
