No, it describes a policy actually used and the results of such. Hence, the reference to evidence-based.

Bernie is a central planner on steroids. How can he achieve his ends without the means of laws? He only wants to stop his voting bloc from being "over policed"

Well sponsoring laws that get passed isnt any measure of progress or success in my book.
Sanders has voted on many things that became laws, so he is hardly a failure at shaping the disaster that America is fast becoming.
Laws don't equal freedom.
