Your "quote" comes from a characterization by Bob Barr, not the GAO.
The only reference in the GAO report was when they listed things that had been claimed and reported and someone made a reference to a dorm room. The GAO report didn't make any finding that had been the case.

Perhaps part of the problem is the logistic of moving out and in. The POTUS is the president until a new one is sworn in. Even with transition,etc. last minute moves can be a problem.
Damage happens. We had to repair a floor damaged by moving furniture and we had all day to move, not just an hour or two. What some call vandalism may be just moving.
I read somewhere at that time that practical jokes on the incoming is a long tradition.
I have heard so many stories and you can't always believe what is written but I heard that the Clintons took for over 200K in furniture from the White House that didn't belong to them and that they got a penalty of approx. $ 70K and had to return the furniture.
Anyone who has more info on that as we never heard of that in Europe like most Europeans never hear anything other than the lefties side of any story about any elections.
