Colin Powell and Condoleeza Rice may have used their personal email addresses here and there (in times of limited access, etc.) but they did not setup their own servers and conduct all official business as Secretary of State on their personal email addresses. I don't know what Powell and Rice did, but they most likely used a Gmail or Yahoo! address on occasion. If they did, those messages belong to Google or Yahoo! and can be obtained by the respective company.
Clinton setup her own server instead of using a Gmail/Yahoo! address so that sh would maintain sole possession of the messages.
