Or at least said nothing until/unless there was actually anything to report. "Reviewing emails" is not a reason to make a public statement, unless you're attempting to influence the election.
Comey didn't announce it to the press. He informed congressional leaders. That tells me that based on an initial review, he feels there is enough concern about the new evidence that Congress needs to be in the loop in case Clinton is elected.
I don't think Comey has any political intent here. He is just reporting the new emails have come to light to Congress.

Don't start celebrating too early. Nothing in this fricken election season is over until all those votes have been counted and verified.
I agree. Early voting is already well under way in many states, so this likely will not affect the outcome of the election.
It may, however, have implications for after the election, should Clinton be elected and then found to have broken any laws or damaged national security.
I must say that I feel for Comey. He was the bad guy in the Trump supporters view when he made his first announcement and now he is the bad guy in the Clinton supporters view. He is just doing his job.
