Ossof was on TV bragging that his lack of residency in his district did not matter to voters. Is that a new paradigm that candidates can use?

I heard him say that. He wasn't "bragging." He was commenting. Now Handel's ads flat out lie.

Uh, based on what? The current results show a 50/50 split with only 6% of precincts reporting. (And Osoff has a slight lead in raw votes.)
