There can never be an objective answer to this question. The election is over. Anything that could have happened is only vague speculation that's based on nothing factual.
Since Hillary didn't win, we don't know who she would have selected for her cabinet, what her first 100 days would have been or not, what the international affairs situation would have been, or anything else.
The Executive Branch of government is not just the President alone. The members of the cabinet are just as important in governing than the President.
So all this is nothing but frittering around in an alternate universe that will never happen.

He's probably referring to Queen Victoria and the various British colonial wars.
