Whatever, and imo out-of-state students should be only voting with absentee ballots for their home state. They don't represent NH or have NH's best interests at heart as they live in their protected bubble in their university town. And this goes especially for any college student living in a dorm.
People who live in Florida and Arizona have been saying this about the snowbirds for years.

You're getting closer - it's 5 out of 800,000. And if you move down ballot, any one of those 5 could impact a local election. When I lived in Florida, one of the local city council elections was initially declared a tie (approx. 2,000 total votes) then a recount gave one of the folks a 1 vote victory. So the dead guy's vote could have changed that election.
And the real issue is that the left wing has been denying the possibility of voter fraud, yet here we have examples of it in New Hampshire, of all places. A state so small everyone knows everyone else. And they are a voter ID state.
This is your cue to start shouting "But Russia! Russia!"

After an exhaustive study, it was determined that 5 votes have been determined to have been improperly cast.

a guy (has done not only this time but repeatedly)….voted more than once in these small towns where one vote could be a difference....and its not like they were neighboring towns either

That's from squeaky clean New Hampshire. Which has a total population less than my suburban county.
New Hampshire also has a limited Voter ID law, which may help limit fraud.
Now look at much larger states run by one party. The Party wants to keep itself in power at all costs because there is huge amount of $$$ to be in power in these large one party states. Large states like Illinois, New York and California. Especially California, I simply DO NOT TRUST the government of California to do the right thing.
