No he wasn't. All you have to do is check pork spending, and the cracks in his foundation are glaring.
1) The primary job of a Congressman is to look after the interests of their Congressional district. You are being unrealistically pious.
2) All significant foundations have "cracks" if one is looking for cracks. Ron is not the accountant that likely runs the day to day machinations. Our tax code, if that is the issue, at 75,000 pages is a virtual guarantor of "cracks".

Tax cuts = huge deficits and rising debt for our children to pay
Regulation cuts = polluted air and water
Energy policy = global warming
Trade policy = putting farmers out of business
Low unemployment = already happening under Obama in 2016
Great stock market = rich get richer, poor not so much
Great housing market = not really
