Exactly.
I speak Magyar, but I'm in no way fluent.
I'm functionally literate, meaning I can conduct day-to-day activities to survive, but I could never hold a job or any serious in-depth conversation discussing politics or religion or music. I more fluent in Slovak, at least I can follow a conversation.
I am fluent in Romanian, German and Serbian and have/do work there. When I was in Serbia during the bombing, I was able to pass myself off as a Serb, and the ones I couldn't fool thought I was Romanian, but no knew I was American.
I don't find Buttlicker's ability to order food in Maltese particularly impressive.
