You don't seem to realize that red states and rural areas actually require more federal assistance than blue states and urban areas.

The electoral college was created because Southerners knew they couldn’t win an election because slaves couldn’t vote. Thus in a popular vote election they’d lose.

It was about amplifying the already powerful since white Southern’s got to vote on the behalf of the Black peoples that counted in the census but not on the voter rolls.
