Because they can. The Democrat party machine controls the vote counting in the inner city. They can shut out the Republican observers. There are no safeguards in place to prevent dishonest election stealers. There is no way to collect evidence of voter fraud. The fraudsters do their work behind closed doors. The voting process is not transparent.
