Yes, it's against the law. It violates the U.S. Flag Code and New Hampshire law (where he signed it) besides. McCain, of course, has voted for the "Flag Desecration Amendment" at every available opportunity.

I am wondering why, instead of continuing to film, didn't the news crew go to HELP properly take down the flag so as to not allow it to be on the ground.

Other people too, just walking by, not one stopping to pick it up.
