maybe somebody else should go back to school....
under the constitution, it is CONGRESS'S JOB TO ACTUALLY WRITE AND PASS THE BUDGET, and since obama was in congress when bush was president obama certainly had something to do with the budget......
how much did obama just approve for the NEW war budget again?

The President’s plan provides $75.5 billion in supplemental appropriations for 2009, as well as $130 billion from the 2010 budget, to support ongoing overseas contingency operations, while increasing efforts in Afghanistan and drawing down troops from Iraq "responsibly".
