Obama's budget is for fiscal 2010 unless he asks Congress for a Supplemental bill like Bushie did so many times he asked for extra money for Cheney's wars. under the constitution, it is CONGRESS'S JOB TO ACTUALLY WRITE AND PASS THE BUDGET, and since obama was in congress when bush was president obama certainly had something to do with the budget......
