FRNs are obligations (debts) of the U.S. government to pay lawful money on demand.
LAWFUL MONEY - "The terms 'lawful money' and 'lawful money of the United States' shall be construed to mean gold or silver coin of the United States..."

Federal Reserve Notes are issued under the authority of Art 1 Sec 8 power to borrow on the credit of the United States.

The Congress shall have Power ...To borrow Money on the credit of the United States;

Regarding Sarah's vaunted stupidity--in such contrast to "perhaps the most intelligent man to ever hold the office!"--the only dumber, more confused, less honest, less able to construct a few coherent sentences (or words) together sans teleprompter, unknowing and uncaring of the constitution and their constitutional duties, folks I can think of offhand would be Joe Biden and Barry Obama.
