Not really.
At least in Spain, most women from Northern Europe are not a hot items among males. Most are rather "heavy", kind of "eco-friendly" (they dress bad or they don't care) and have a "buttery" or "fluffy" look (they eat too much cheese and butter, not lean and terse enough for Med taste or they are not feminine).
In other words, most don't look "hot" in he eyes of Spanish, Italians or French (of course, there are exceptions).
But Russian and Ukranian women are different, at least the ones that arrive here (women with money that take care of their bodies). They are capable of paralyzing airports, they are hot and what is more important of all, they are feminine.
I read that merchants and rich traders of Barcelona used to buy Russian girls to Turks during the XIV and XV Centuries. Their reputation of beauty predates their arrival.
During Franco, some 40 years ago, Swedish girls had a great reputation because they arrived when Spain was a religious dictatorship and local women were repressed...so Swedish girls were a valve of relief....not anymore...

I understand the "politically incorrect" part of Northern European women in the eyes of Southern men, but let me give you a hint; women in Russia ( and Ukraine in particular) are coming from different roots; they have a variety of looks. So Italians ( and Spaniards) are usually unmistakably going after the Nordic type of Russian women.
( OK, throw Greeks in there too)

Northen looks are not as appreciated here as you think. We have a bunch of blonde (natural) and redhaired women and they are not as popular as brunette or dark haired ones. We also have different ethnicities, among them Britons and Germanics (Visigoths, Suevians, Cymbrians). Spanish, French and Italians are not monolithic at all, but a group of ethnic groups. They are more like Russia and Ukraine in that respect, but not monolithic as Caucasic republics.
Russian are not perceived as nordic, but as Slavic.
By the way, most Spanish find that Penelope Cruz is not attractive at all, but she's Hollywood's stereotype of the Spanish woman.
What people appreciate in Russian and Ukranian girls are their bodies, you can see they had ballet classes or gymnastics. Also their features, totally exotic to us since they don't form part of the Spanish ethnia.
In fact, the most popular Russian woman in Spain right now is dark haired, her father was a tatar (she's the girlfriend of Cristiano Ronaldo, the football player). This is the most popular Russian woman in Spain.

They are a headache for everybody, just as any beautiful East European girl that marries a westener for money. Communism did not produce "the new man", but magpies that go after glitter. Ceterum censeo they are beatiful.
