Not sure what draws you to Easter Europe, if its cost be aware that major tourist towns inflate prices. If its architecture, palaces, old towns you can find that pretty much in Western Europe, Vienna in Austria has all that aesthetic appeal. But youre welcome to spend money wherever you want.
Is there a particular reason you are steering someone to visit Western Europe, when they specifically listed all Eastern European countries they want to visit? Do you have something against the countries the OP listed?

1. Are most of these countries basically similar? And which ones would be the most interesting to visit?

2. Which of these countries do NOT teach some basic English--my only fluent language other than some really basic Spanish? I assume I can get buy with the basic of English, some hand and facial gestures as usual?

3. Are any of these countries unsafe for an older, single female to travel alone in?

4. My understanding is some of these countries have very slooooooow rail systems or none at all. Any information about that?

I am hoping either someone on this board has been to this region or lived there, and can give me some really reliable information before I plan this trip. I am guessing it will be a 3 week trip if that's enough time to visit most of these countries by rail.

HELP!!!!!!!!!!!!!!!!
Not at all. Please do some more research on that question first. There are minor underlying similarities, but these are very different countries overall.
