England-Wales for sure, it has already passed 2 readings.
it will pass pretty much 100% very soon, and there doesnt seem to be as many people opposed to it as in France.
Also i would expect Germany to legalise it before Ireland.

This. The Bill to legalise same-sex marriage in England and Wales is already well on its way. It has passed all three readings in the House Of Commons and the third reading in the House of Lords is scheduled for next week. The Bill enjoys majority support in both Houses (and in the population) so it seems inevitable that it will pass very soon.
Ireland, on the other hand, is a lot more conservative. Even civil unions for same-sex couples have only been legal since 2011. There will be a referendum on same-sex marriage next year but I doubt the majority of the population will approve.
I think Ireland feels pressured to legalise same-sex marriage now that the UK is well on its way to doing so - our relationship is like that of the US and Canada, what happens here influences what happens there.
But yes, same-sex marriage will be legalised very soon, it is certain. It has a vast majority backing and it's pretty much only the Conservative Party who opposes to same-sex marriage. Good thing everyone hates them already.
Ireland could still pip England at the post if it legalizes it within the next year (which is how long it will take for the new law in England & Wales to come into effect).
^^ I don't see it happening anytime soon, though the UK has a much more complicated procedure to pass such legislation - always takes longer here than elsewhere. France legalised same-sex marriage very quickly.
Nonetheless, same-sex marriage being legalised here will make the Irish want it even more.
