Ofcourse every society has people like that. We call them Tuig (scum, trash) or a popular term was Aso (anti-social), but the last decade or so they're called Tokkies. We had a similar reality show about such a family. Their last name whas Tokkie, so now everyone refers to white trash as "tokkies".
I believe one of the mothers past boyfriends was a pedafile one of her older daughters claims he violated her he did prison time for abusing other children. The mother rekindled her relationship with him I believe last year breaking off with the man she was with on the show by doing so she exposed her children to him(the convicted offender) knowing his history and the he had violated her daughter. The details became public that is the reason the show was cancelled.

In America, "white trash" basically refers to working class whites that tend to lack sophisticated manners - usually hillbillies, rednecks, trailer park people and those sorts. I don't mind some of these people myself.
I'm not sure what the European equivalent of that might be though.

Don't know the origins for certain but suspect it is economic could be connected to the colonial history and indentured servitude.
