1. GDP figures for individual cities are absolutely meaningless.

According to PPP adjusted GDP figures from Eurostat (EU=100):

Wolfsburg, Stadt: 510
Ingolstadt, Stadt: 436
Starnberg, Kreis: 132

The figures for Wolfsburg and Ingolstadt are extremely high because of the Volkswagen respectively Audi plant. The people in Starnberg are probably the richest in Germany, but the GDP in Starnberg is relatively low.

2. Where do you get the information that the GDP in Milano is lower than in Roma?

According to Eurostat, GDP per capita, PPP adjusted (EU=100):

Milano, Provincia: 183
Roma, Provincia: 129

But that doesn't mean that Milano is richer than Roma. It's also absurd to say that Wolfsburg is richer than Roma or that Starnberg is poorer than Milano.

GDP per capita is not necessarily a good measurement for the wealth of the population, especially not GDP figures for cities or regions.
