The body builder types that compete routinely shave everything. I have a boss that is into the body building contests, has zero hair on his arms and is the furthest thing from gay. It is a little weird to me, but I see the 30 and under crowd more apt to get rid of body hair than any man in my generation would ever consider.

As a gay person, I don't think it is necessarily a gay thing. I personally don't know any gay europeans (in London, Koln or back in Roma) that shave their arms. So I guess my answer is its no more a gay thing than a straight thing and would depend if they are into bodybuilding or other sports where it is common.
I'm not an expert in "gay culture" but I think it would be safe to say that the whole shaven body fetish which now has bizarrely extended among some women as well via male models, etc, originated in gay circles.
