As soon as he starts talking, hold up an index finger in the universal "one moment" sign and then point to the headphones. If he continues talking, repeat. No way that won't work even on someone as unaware as he obviously is.
You're making up a lot of backstory here (he's mental and a potential shooter?) and are perfectly willing to see this guy fired before he even knows that he's doing anything wrong. If his behavior is brought up and he doesn't change, then management can escalate. Being annoying isn't a firing offense.

OP - Have you considered writing a letter, anonymously to the manger/owner of the gym. Just briefly state what you have mentioned and add that you like the gym and want to continue to be a member but cannot handle the constant hassle.
This employee is bothering and annoying a lot of members totally inappropriate. It's sad to see a person so needy for attention, this behavior pushes people away.
Suggest in the letter they have a staff meeting and discuss with all their members not to bother members when they are there and do not get in to long conversation with members. They need to say respect people's boundaries.
I've seen people that are oblivious to other people's reactions, it's like they are out there in a different universe. Someone that cannot stop talking, blahering, sounds like he goes in to these monologues has some type of anxiety or something. Probably never has a quiet moment, the struggle is within.

Thanks. A letter is a good idea. I won’t do anything anonymously but if I get the courage to send a letter like that with my own name on it, I will do so; that may work.
My thinking was if your name was on the letter, you might not want your name mentioned if they have a staff meeting or talk individually with this employee. I would hope management would have common sense and know better and wouldn't say who wrote the letter, but I never know anymore.
It would just be a way to express your complaint without your name being brought up.

The recipient was apparently so happy with it that it ended up on CNN, multiple TV news shows and newspapers around the world (“some good news for today”). So I’m wary of sending anonymous letters as in this case it couldn’t be hard to figure out who might have sent it.
