How white is your eye? If it is all bloodshot your baby blues won't show up very well. If your white is pale I wonder if you could do something diet wise to get them brighter?
I have heard of people using contacts.
My eyes are blue and in the past people thought I had contacts in. I think if you go to far off the norm people will think they are fake. make up might be your best bet.
Wearing certain colors can make your eyes bluer. I have dark blue eyes, and when I wear dark teal, everyone tells me about my blue eyes. Certain eyeliner colors also -- brown is too warm for me, but a plummy brown (add a little purple to it) and my eyes are bluer.
Yes the color clothes you wear makes a big difference. I have blue eyes and when I wear turquoise it makes them really blue, people comment on it all the time, but only if the clothes are the right color. Black clothes (that I had to wear because of work) did nothing for my eye color.
