Perhaps it is a natural gesture on their part, I tend to sway while standing in the checkout line which comes natural to me because I used to stand and sway my babies (when they were babies) and put them to sleep.
My youngest baby is 28 and I still do it but I do stop when I realize I am doing the sway in line.
I think it's usually young women who are doing this. Too much exposure to the Kardashian/People magazine stuff of the world. We all did dumb stuff when we were younger.
The annoying trends in picture-taking in the past 10 years:
1. Sucking in your cheeks to make your face look thinner (AKA the Myspace look)
2. Doing #1 and also pursing your lips to try (pitifully) to look sexy (AKA the Duckface)
3. Building upon #2, doing a full-fledged kiss-face into the camera
4. Gang hand signals by Caucasian suburbanites, children and teens
5. Gang hand signals by Caucasian suburbanites, adults trying to copy the kids and look cool
6. The leaning of your chin on your fist, to hide your double chin (AKA the Dustjacket Author)
7. Scootching down with your knees together, sticking your but out like Betty Boop (AKA the invisible bar stool)
8. Both hands on hips, usually with feet apart, in a pompous "powerful" pose (AKA The Wonder Woman) [I just made that up]
9. Guys who pose with their arms folded so they can secretly use their hands to make their biceps look bigger. The flabbier the arms are, the better it works.

That would be my guess, too. Just like the photo that ASOT posted. Notice, it's the women in the skin-tight Lycra mini-dresses who are doing that pose, sticking their butts out and leaning over to expose their cleavage ... just like Kardashians.

To OP, I gather it's primarily done to project confidence / strength much like the leadership pose of men (same stance) but the pose doesn't always work and with women (more so than men) it tends (depending on the context of image and surroundings) to lead to perceptions of being 'combative, a la, a mother bear raising hackles in defense of brood type perception. Or conjure up images of mother's reprimanding children.
