I live in coastal GA, and it is hard to look good and stay cool. My go to online is JJill and LandsEnd. As 601 said, Soft Surroundings has good options, too.
For the spring, I bought 2 shift dresses in lightweight material from JJill. Also a sleeveless sheer linen top to wear with shorts.
I am tall, but their things are available in reg and petite too. Here in Savannah, we have a store called Affordables which has a lot of flowey comfortable pieces.

I wear J.Jill linen pants and tops (the woven ones) and just put them in the dryer and don't iron (but they don't tend to wrinkle as much in the dry AZ air as they do on the easy coast. I will look for linen knit dresses (I've never bought their linen knits)
I have 2 Fresh Produce "impromptu dresses which I love but the new ones are not anywhere near as nice....I LOVED the asymmetrical hems on the older ones.
Eshakti- for $10 you can have any dress tailored to your measurements, change the sleeve style/length, the neckline, and length of dress ... they have all sorts of styles, fabrics and colors...
I found what you seem to be looking for at of all places SAMs. Crinkle cotton, some cotton crochet, elastic smocked waist.
I don't have a Sam's Club card, and they are quite far from me 1 and 2 hours....maybe I'll see if someone will take me! I've gotten some great clothes at Costco too.
It's funny but Chico's never seems to suit me but I have 2 friends that it looks amazing on (both are falls, I'm a spring).
