You're assuming that all men have access to water and will shower every day based on your own personal high standards of living and the luxury conveniences that you're accustomed to taking advantage of where you live.
But not all men shower every day. Some can't be bothered, some don't have easy access to the resource. As a matter of fact some men can't ever shower at all and must clean themselves in other ways that don't require an abundance or wastage of water because they don't ever have ready access to water and must conserve what they have strictly for consumption.
Even if a man did have the luxury of showering every day, if he has external parasites in his beard or other body hair the parasites and their eggs won't wash out in the shower because they are attached very tightly to the skin or the hair. They have to be treated with specialized medications or insecticides to kill them and their eggs first, and some kinds of parasites have to be detached and picked out by hand one by one and/or combed out with specially designed tools - like sharp needle tipped tweezers and nit combs just for example.

Gross, but true. I work in remote villages in the Alaska bush and many of them do not have running water. It's true. In 2020, they have super fast internet but no indoor plumbing
I shave every couple days because I hate having facial hair. I think it feels gross and itchy. Thankfully my wife isn't one of those that prefer the caveman look. Different strokes for different folks. Things come and go. Someday this will go as well.

Thought they used gasoline in that case, to clean out the bugs. May be just a rumor, though. Not that I'd like to soak my hair in gasoline, to be clear. I'd be concerned about others smoking nearby, too.

Yet another hazard of working remote. Men are adaptable creatures, though.
I had a straight razor shave, late 2018, first time ever. Had to pay extra for that, in an ironic twist, down here in suburbia where the skill is rare and experience everything. It's a real skill. He got it done just fine, I was quite curious about it all. I figure a good soap lather and a little water, potable or not, is sufficient anywhere on Earth for that once in awhile. Strop up that blade, give it a go.
