If the OP has great tanned legs, how about khaki Bermuda shorts, long sleeve t or short sleeve button down shirt and boat shoes. They can easily be taken off for a walk along the shore and are dressy enough for most any bar or restaurant. If the pins are pale and skinny, long pants although walking on the beach would be a little awkward, with the sand and waves.
I saw this guy on Pinterest, he looks perfect for a first date, and a long sleeve t would work, for a little more casual look.

This is the first time I've done a "first date" on a beach.

I'm more comfortable and cooler in a midi length skirt or dress. Think of the peasant blouse look - casual and flowing and long enough so that a breeze doesn't embarrass you. I don't think Birkenstock sandals are flattering on anyone but then I tend to go for a more feminine look.
I'd wear something like this. Not dressy, just feminine and beachy. Sandals or ballet slippers - not Birkenstocks. A denim jacket in your tote bag incase it gets chilly.

Cut-off jeans, high white socks with three stripes at the top (the one in the middle a different color, the other two the same), Chuck Taylor sneakers and a colored tank top. And a sweatband.
And some wrist sweat bands that match the middle stripe on the socks.

I guess it depends on a guy's build, his legs, etc. In some places, shorts are so commonly worn that they're simply not looked at as fashionable or unfashionable in basically any setting short of some weddings or some funerals!
That being said, if I didn't look good in shorts, I wouldn't wear them - LOL.
