Don't confuse it with some unkempt bikers or Santa Claus...
The only time in history facial hair was not "IN" was between 1920s- the early 1960s. Other than that men usually have facial hair.
The "clean cut" look with no facial hair and razor cut barbershop haircuts was only dominant during those 4 decades as being the main fashion for men.
Now you can dress and wear your hair do however you like, there are still many people that have that clean cut look...but it has not been the main fashion trend since the late 1960s.
Often times people have to have no facial hair or short hair for work. Although many companies have relaxed a bit on this in recent decades. They might now allow short beards or "kinda long" hair. Other's (especially startups companies) often times might not care at all about how their employees dresses.
But the "BIG" beard trend you are speaking of, was a trend called "Hipster" back in the 2010's...it is still worn by some guys, but that trend along with the hipster movement was a product of the 2010's. If you were in your 20s-40s during the 2010s you probably had a big beard at some point. You may carry that style the rest of your life because it reminds you of a simpler time. I know plenty of men that still have sideburns 50-60 years after "Side burns" were no longer "IN" anymore.
We are now firmly in the 20's and younger guys seem to be wearing mustaches now and parting their hair in the middle and doing a scissor cut instead of the razor like they did a decade ago. Fashions and styles always change each decade, often times it starts with teens doing it first, then adults start doing it.
Since were are only in 2023 we wont really know what the 20s fashion will mostly be known for, but so far it seems to be going in the direction I had just mentioned.
But unless you have an employer that tells you otherwise, you can wear and do whatever you want.

And...you may also wear a plaid shirt. Those bearded fellows of that era often wore plaid somewhat fitted shirts
A neat & clean well groomed beard is ok, but those long straggly things, with food caught in the hair are downright disgusting. They give me the heebie jeebies

I agree. Neat, short, groomed, and trimmed facial hair can be attractive/appealing.
Nasty, scraggly, patchy, long, or unkept beards can be disgusting. Makes you look homeless and dirty.
