The Splenda in packets is 99% maltodextrin. If your goal is to make a low-carb syrup, using powdered Splenda will not get you there because the glycemic index of maltodextrin is higher than table sugar. Splenda packets are listed as “zero” calories and carbs because the FDA allows companies to round-down values per serving on labels.
You can make low carb syrups using Allulose, Bochasweet, or Xylitiol.
