My question is if a house on short sale has a renter living there, what does the law say with regards to moving them out if we purchase the house? I don't know if they have a lease or not. State of Arizona in case it matters.
You have to honor the lease they have in place. If they are month to month, then you as the new owner (or the seller before closing) will need to give them 30 days notice.
