Basically you need to compost them with something high in Nitrogen...

If they are spread all over the lawn, you need to rake them up. Then you can just fling them in the garden beds.

You haven't said if the chips are all in a pile or spread throughout your lawn. What you use to break them down depends on that because you don't want to kill any grass in the process.

Sugar? No, not useful.

There's an idea. If they're spread on the lawn mixing them with lawn clippings could do the trick but it's not going to be pretty.

When the guy cut the stumps into smaller pieces, there were all kinds of different sizes. I got rid of the biggest ones but there are inch x inch sizes of wood down to less sized pieces in the ground and with some on top as well. As somebody put put it, this may be ugly.

We may end up getting rid of the tree that is still standing, and we'll also may have to re-do the sprinkler system. I've heard that when we replace a tree, the best time for that is in the Fall. I may end up getting people to get rid of as much wood as possible.

If you want to rot them out, I had success with tree stumps by just putting soil over them and keeping it watered. It did take a few years but these were HUGE oak stumps.
