only use the heat mat for germination, I use lengths of 2 x 2s to raise the flat up above the metal frame that typically comes with the mat up another 3 - 4". Stick a meat thermometer in thru the plastic dome and can maintain a steady 70 - 80 depending on what the particular seed needs.
The soil should never be allowed to dry out. Moisture is needed, but you don't want extreme sogginess. I use a dome along with the heat mat with thermostat so that the soil stays moist most of the time. Many don't think domes are good, but so far it's working for me. I didn't have a great germination rate this year with peat pellets, so now trying without peat pellets and using Pro-mix as growing medium. It's a learning process figuring out what works best. A thermostat is important so that the correct temperature is attained. I grow mostly geraniums which need 70-75 degree.
