Well, a 'weed' is a plant that you don't want, so...

If burning bush note that it is invasive in many states (not California), so kill it with fire

I always thought the euonymus alatus was very pretty, served a great purpose with it's spot or swath of color. But, yes, I've heard it called invasive and too fast growing and overgrowing in some areas.

Those plants don't look healthy to me. If it's any of the plants that have already been suggested I think the red leaves should be a lot more glossy looking if they are all new spring growth.

I had a problem with the leaves last night too. Some looked winged. Some not. Even when I enlarged it more on my phone, the bush went from packed to blurry. I think a problem is the bush is so packed right now it's hard to tell as it is. And looks like it's got some bare brown branches maybe. And very tall. Some of those sort of ancillary facts may point to perhaps more easily overgrown, quickly growing euonymus.

Can a couple of branches be cut off for a good pic?

I have a background in horticulture, it is definitely a variety of nandina. Burning bush doesn't have a compound leaf. Nandina does.

As far as winged, burning bush has winged woody branches. The leaves are not winged.

Nandina. It's vigorous but very hardy and has attractive foliage.
