Definitely not a "plant pro", but I'm going to go out on a limb (and chance ending up with egg on my face) and disagree. It looks like 'Firepower' nandina to me.

Looks to be Photinia, very common in CA.

I came back rethinking. There are so many facets of burning bush and firebush and other nandinas that can look alike.

I have not explored photinia yet but the color looks good.

When was this photograph taken? Was it just in the past few days or was it taken last summer or autumn?

It would be helpful to have a photo that shows a closer look at the leaves.

Those plants don't look healthy to me. If it's any of the plants that have already been suggested I think the red leaves should be a lot more glossy looking if they are all new spring growth.
