I have a potted plumeria that’s finally starting to bloom. I’m seeing brown stripes before the flowers unfural. I also am seeing a few spider webs amongst the sprouts. Are the spiders causing the stripes. Once the flowers open, their edges appear “burned.”

I don't know much about plumerias but if you're seeing spider webs amongst the sprouts there's a high likelihood they are being spun by spider mites. That can also mean your plant isn't getting enough water at this time. The browning on the petals could be sun damage but both spider mite and aphid damage also looks like that particularly on blossoms that were attacked while they were still unopened buds. What kind of condition are the leaves in at their joints where they grow out of the stems? Look for more webbing and damage there too. What are all those tiny black specks on the petals that can be seen when the pictures are magnified?
To be on the safe side I think you should spritz the plant thoroughly with soapy water, allow to dry and then spritz it all over again with pure clear water, including under the leaves and in all the joints. Spider mites don't like water.

I just went out and inspected. I'll have to wait until tomorrow morning to get a better view of the undersides of the leaves. (I saw no evidence of mites/aphids under the leaves.)
