Can I go as Latino if I'm black with a Hispanic parent? (American, skin)

Can I go as Latino even though I'm dark skinned (black)
My father is from Cuba... and my mother is african American.
I'm from here so I go as black usualy...
But can I say I'm Cuban???

"Black" and "Hispanic" are not mutually exclusive. There are quite a few black people in Cuba, BTW.
