Up to 3 - 4 inches or so in a day is very easily manageable. Schools here usually have delays but no closures. Governments usually aren't closed either. Commute may be tough but it goes back to normal very soon.
4 - 10 or so inches means closing for a day, occasionally 2, for schools, and possible closure for government. Shoveling's necessary at this point.
When you get above 10 inches is when it gets really catastrophic. Wet snow even more so.
Can't really say when it comes to snow per year. Spread out snow (2" every day) wouldn't be as bad as, say, 20" in one single day (looking at you, Pax).
We average 100" of snow a year and it's "manageable." Once every few years they shut schools down for a huge snowfall, but it's strangely the day before a holiday, or weekend.
Powder and slush are two different animals. Heavy, wet snow is more unmanageable than light, fluffy stuff.
