I guess we'll have to agree to disagree. I respect a capital if its vibrant, has a serious cultural scene going on, and if it's a major city. Charleston is just too small and isolated and slow-paced for my taste.
My favorite capitol cities are 1) Annapolis, 3) Boston and 3) Honolulu
Charleston, West Virginia ranks 4th and is a pretty awesome city that blows away most other state capitals such including Albany, NY and Sacramento, CA
Madison is the nicest one I've seen, although St. Paul is up there, too..
Should also mention Boston, Denver; Lincoln, NE is also fairly nice, and Montpelier is very quaint, as there are often schoolchildren playing on its front lawn..
