Right here. The affordability is questionable, but cheaper than the coasts.

Dallas, Houston, Phoenix, Denver, and Atlanta all pop into my mind. It just depends on what exactly you're looking for in a city, those characteristics you listed are vague and will vary.

With those three qualities in mind, I just relocated to the 'burbs of Kansas City.

Nashville, Tn - including Brentwood, Franklin, Spring Hill, and also Murfreesboro where you get the best bang for your buck.
No State income tax and some of the lowest property taxes in the country.

I'm not going to say where not to go, because I know a few would go after me here, which is typical of that state.
