It's an interesting question, not sure myself. As an outsider to the coast I've always felt like San Francisco was the south end of the PNW, sorta. Am I way off?

If I had to choose, I'd say Vancouver BC or Seattle, but even then I don't think it's a very good comparison. There's a noticeable cultural difference between the PNW and NorCal (there's obviously no point in comparing the PNW to SoCal). I don't find San Francisco to be that dense, but even then it's well above both cities (especially Seattle). It's only one of several factors, but I think it's fair to say that density helps to shape an area's culture.

I think a better comparison for Vancouver's case is that its become Hollywood North and a major center of film production.

You can go to jail for smoking weed in Seattle, where in Vancouver, they (cops) will just write you a ticket or just take it away from you.
The beaches in Seattle are too cold to swim in, even on rare 90 degree days. Vancouver's beaches, during the summer, are usually just warm enough to swim in.

Actually, I would only say it's Vancouver BC. And the only city it links to in CA would be San Francisco.

They are expensive, seaports, have compact downtowns, pot smokers, international neighborhoods including beaucoup Chinese, and have a suspension bridge near their port. ALso, both are barely clipped by a bona-fide freeway.

Seattle is less like SF than is Vancouver.

Most people I've ever known would not consider SF to be part of the Pacific Northwest. I think the Pacific Northwest is generally though of as starting where the climate gets colder and wetter (in far Northern California), or the Oregon border.

You can technically go to jail for possesion in California also, though not likely. And in Seattle, pretty unlikely as well considering it's the lowest priority for the SPD. Seattle has a massive abundence of it and potheads. And WA does have medical marijuana laws like California.
