Considering that all federal expenditures would immediately stop, each person would be about $5,000 a year better off in the states at the bottom of this chart, rather than near the top:
Nowhere southern. I'd be willing to bet lots of money that, absent the control of the federal government, much of the south would resort back to the semi-feudal society that existed before it was brought kicking and screaming against its will into the modern age.
Sorry, I know people will be annoyed at this, but that's my opinion. I know there are sophisticated urban/suburban areas in the south, however I doubt that they would be able to dominate their states. More likely they'd end up being dominated and subdued by their rural areas/reactionary elements.
This could be a danger in other regions as well, however the south has a very unique history and culture that makes this scenario more likely there. Remember, it took Federal troops to desegregate schools and it wasn't all that long ago. Many of the screaming, hate-filled people in that iconic photo of the black girl being escorted into that Little Rock high school are still alive.
Most of them would end up banana type republics for sure. And yes, god forbid you are a little diff than the majority, whether it be sexual, racial, religious, I would never trust those states with my life. It just seems the most intolerant part of the US.
I'd probably pick somewhere like New Hampshire or Maine. Although, honestly, I think if the states began to break up into independent countries, all of New England (with the exception of western CT) would band together into its own nation with Boston as the capital. New England has a rather powerful sense of regionalism (which is contributed to by the small size of all the states), and because of all the sports teams being based in Boston, etc., that city can already be seen as more of a multi-state capital than, arguably, any other metro area in the country.
Barring New England, I'd go with:
Washington.
Northern Cali (because there's no way they'd stay with southern).
Northern AZ (same reason).
Colorado.

It's the most awesome part of the U.S. in terms of beliefs. Rest assured, the Alabamans and Georgians would quickly grab their guns and easily slice through whatever pitiful militia your chosen state decided to field in self defense. Pretty soon Georgabamassippi would own like half the country, and you sissy libs wouldn't be able to do a darn thing about it.
New York for much the same reasons given for California in the OP (environmental and cultural diversity and natural beauty). And for that reason, California might be my second choice.
Arizona easily. California would would probably become a 3rd world nation, if it became its own country.

Is there a presumption that each state would start out with the same constitution? When the Confederacy seceded, they took the Bill of Rights with them, word for word, except for that pesky comma that they corrected in the erroneous Second Amendment. I would choose my state according to that comma in their Bill of Rights.

Texas, California, and New York are the only states that I could imagine being self-sustaining, in my opinion.
