No. the PA Dutch are mostly only in a handful of rural areas and even in those areas they are still the minority. PA also has a lot of 'regular' Germans, Italians, Irish, Polish, and English whose cultural influence has been bigger on the state.

You're right that they don't have as much influence because they were never the majority, but William Penn advertised heavily in South Germany, so it's not a stretch to say they were recruited.
