Second this. The beaches are (to me) surprisingly clean and wide. They're also pretty empty because most folks are in the casinos. Rooms are reasonable. And the boardwalk has plenty to do and see for kids.

Welcome to the Annapolis Official CVB Website
I was going to suggest Annapolis. Fun little town. It isn't rural (there is a nice little downtown), but it isn't a "city" like NY, DC, Philly, or Baltimore.

Good food and the campus of the Naval Academy is nice to tour.

Hmm, I would recommend Cape May, Point Pleasant, Ocean City (NJ) and even Wildwood before Atlantic City as places for kids/families (I'd also recommend Seaside if the piers and the rides weren't still out from Sandy…). AC is great for adults, but for kids it's a little much. Not to mention a bit unsafe.

If you like gardens, Longwood gardens is pretty cool. It's north of Wilmington DE.

Rehobeth Beach Delaware is a great day. Clean beach and warm waters but not as commercial as most other NJ and MD beaches.

This was going to be my second recommendation, after Annapolis! One of the best beaches I've ever gone to.
