Not exactly a skyscraper and certainly not well known, but I always liked the view approaching this classic county courthouse in Blakely, Georgia. //www.city-data.com/picfilesc/picc45392.php
I should also mention that most state capitals have a street or promenade that leads up to their respective capitols. E.g. Madison, Springfield, Austin, etc.
