The article above states that Portland is considered "one of the most influential voices, if not model, for American transit." I've been there and didn't think their transit was stellar, but it was definitely a walkable city. It is WAY more walkable than most US cities and if you don't take public transit, a bike is your best bet. That's what I love about this city. I used to live in Toronto and think their transit is the best I've ever seen.
Anyway, it depends on what you're measuring. Portland's transit system and multimodal infrastructure is indeed the standard for the modern era, a planning model for which many cities throughout the country study and emulate, but this is a very different thing than suggesting that Portland's transit system is the most comprehensive and/or convenient system in the country. It is very hard to argue that from a functionality standpoint, any metro could beat out NYC. Especially considering the entire metro served by intercity and commuter rail systems.

Portland transit is very poor outside of the core too, and the wait times are very long. I think it was a lot better 5 years ago though.
