Central Valley is barely West Coast and you tell me i should draw the red line even more to the East than that?
Theres no way to judge how far inland in CA is "west coast". The line cuts the Palm Springs area in half for instance. Its like saying,"Palm Springs yes, Indio-Coachella area no" when they're down the road from each other.
The West Coast should extend to the state line.

That's a bit of a stretch. ...and for that matter, Detroit isn't all that bad.
Back to OP's question. Do I consider either one of these cities (PHX & LAS) west coast?
I would say the culture has a mix of west coast. That is mainly due to the many actual west coast transplants from SoCal. Are they TRUE west coast? No.
Really, my thoughts on Phoenix is that it is a fairly conservative metro. Las Vegas being the opposite.

You'd be surprised. Las Vegas is much more conservative than many people think. Just because it's "Sin City" and gambling drives it's economy, doesn't make it a liberal wonderland. Far from it actually. I was amazed during my time living there at just how many locals were Republicans and Libertarians. TONS of Bush/Cheney stickers plastered to the bumpers of Hummers and SUV's, and even though he's a local boy, most of the people I knew there hated Harry Reid.
I would say that Vegas is just as conservative as Phoenix. Maybe even a bit more conservative these days.

Just like any other city, Vegas has it's little pockets of liberalism. Mainly the area close to UNLV and the near-East side neignborhoods just Southeast of downtown, but as a whole the Vegas Valley seemed pretty right-leaning the entire 4 years I lived there. Especially the West side suburbs like Summerlin... which we used to call "Hummerlin".

No city is hated more. Detroit recently beat PHX in a CD poll.
