Is there an city in the us that exists , where the climate is not oppressive humid in the summer and you can find a place downtown with a view , perhaps of the skyline up close or maybe sitting above a body of water like a lake or river that runs through the downtown for less than 1200?

Don't live downtown. Downtown is amateur hour. It's what suburbanites think city living is all about. Good city neighborhoods are always 100 times better than living downtown.

Chicago...although $1,200 might get you a studio and not much more.

Downtown Baltimore is building like crazy at the moment, and you can probably get a view of the water.

A good downtown can be a phenomenal place to live, particularly if you work there or spend a lot of time there. It can also mean great reverse commuting many buses/trains that go inbound also go outbound. Often the edges a half mile from the main office district are best, depending on what you call "downtown."

Big, desired cities aren't cheap. But lots of smaller ones are good. In my region Tacoma is cheap, as an older city that's also a blue collar and bedroom satellite of Seattle. Not as convenient though.

Could I find a place in Tacoma area for 1000-1200 a month that's easily commutable to sea tac airport ?

You probably wouldn't have to leave the state, to be honest.
